Final Bill किसी construction work के completion stage पर तैयार किया जाने वाला अंतिम payment settlement document है। इसमें पूरे work की final measured और admissible quantities, applicable rates, previous RA Bills में किए गए payments और final adjustments को consider किया जाता है।

Final Bill का मुख्य उद्देश्य contractor और department के बीच completed work की final financial settlement करना होता है। इसकी exact format और process संबंधित department, contract agreement और applicable rules के अनुसार अलग हो सकती है।

Final Measurement का अर्थ completed work की अंतिम measurement और verification से है। Final Bill तैयार करने से पहले यह सुनिश्चित करना महत्वपूर्ण होता है कि executed work की quantities approved drawings, specifications, BOQ और contract conditions के अनुसार properly recorded और verified हों।

मान लीजिए किसी RCC Work की final measured quantity 50 Cum है और contract rate ₹8,000/Cum है। Previous RA Bills में इस item के लिए 40 Cum का payment हो चुका है।

Actual Final Payable Amount में applicable deductions, recoveries, retention/security adjustments और अन्य contract-related adjustments के कारण amount अलग हो सकता है।

📊 Final Bill में Deviation का महत्व

Final Bill तैयार करते समय BOQ quantity और actual executed quantity के बीच difference को check करना आवश्यक हो सकता है। इसे सामान्यतः deviation के रूप में review किया जाता है।

Extra work, substituted items और deviations को बिना applicable approval के automatically payable मानना उचित नहीं है। Final Bill में ऐसे items के लिए संबंधित contract conditions और competent authority की approval requirements को verify करना चाहिए।

ऐसा work item जो original BOQ में शामिल नहीं था लेकिन project execution के दौरान आवश्यक हुआ और applicable approval के बाद execute किया गया हो।

ऐसा item जो original BOQ item के स्थान पर approved change के अनुसार execute किया गया हो।

Final Bill में Extra और Substituted Items को include करने से पहले applicable approval, rate justification और contract provisions को check करना आवश्यक है।

💰 Final Bill में Deductions और Recoveries

Final Bill में applicable deductions और recoveries contract conditions, departmental procedures और statutory requirements के अनुसार process की जा सकती हैं।

Contract provisions के अनुसार retained amount का adjustment या release process हो सकता है।

🧾 Tax / TDS
